    PHP is code, you code PHP, its server side, design is done with XHTML/CSS/JAVASCRIPT ect.. You will I guess need to explain more on your project, what exactly you need to get the best guy, there is some awesome dudes on DP, you will find the right dude for the job if you be more exact.

    Good luck, i could recommend a few guys if needs be.
