I would think you are looking for CPA affiliate networks. There are over 100 these on the web as can be seen in my sig. If you do go with these, all offers are not pay per lead, but most of the networks will have some. Also, I'm not sure which networks have incentive offers now, but I think there are around 30 - 50 of them that have some incentivizable offers. Also you can easily see how they pay, so if they pay via paypal it will say on the site. It's also best to check the cpa networks to make sure though. Are you doing CPC? Anyway, hope you have some good luck with pay per lead.
