Because i have .com website and I need target mostly Netherlands. In google.com I have top 3 positions for all my keywords, but in google.nl only 1 keyword in top 10
You should join some forum of Netherland (.nl) to find website related to your theme as well as you can try searching on google.nl to find out website that will exchange the link with your website.
it is somekind of searchengine, but they allow you to make your own startpagina-like page. have you tried hyves? its a dutch socialmedia site... and yeh dutch forums work aswell
@ronijs you said that your one keyword is top in netherlands search engine. Check your work what you did for that keyword and do for remaining keywords also. check your competitors backlinks in that country search engine. Try to put your link there. and just do quality work for your site you will gain ranking in SERP. And now Google is country specfic. It gives more preference to particular country domain and web server host.
Check the other 9 sites that outrank you on google.nl Find their links and try to get those links as well. If your main focus is the Netherlands then go to google webmaster and go to settings and change the geographic target to Netherlands.
