    If you are looking for a niche and targeted traffic; then i believe blog commenting and forum posting would be the best ways.
    Try to interact with the users of your niche; using strategies like forum posting and blog commenting.
    Don't only look for link popularity but even look for look for website / business branding over the internet. Once you promote your site in a natural way with natural promotion, interact with the users and promote your site and get targeted traffic.

    Some of the second tier PPC networks like 7 search also work well for certain niches.
