I started a hore racing blog with my brothers a month or so back. Check it out : Horse Racing Tips

We decided to set it up at blogspot and use a custom URL. There is basically nothing at the main URL yet, but eventually we'll be able to use that to expand into new areas and services, so it provides scope for the future. I submitted the blog to various directories and have exchanged links with a few horse racing sites of similiar theme and location (UK, Flat racing) and a few outside of that niche.

My brother writes article on the site relating to various horse racing trainers, and we intend to offer tips too. We want to make the site as all encompassing as possible really, so that it attracts people interested in all areas of racing, and not just tips etc.

It's hardly exoloded into the scee, but it's funtional and looks okay in my opinion. We have about 100 hits a day so far, which isn't bad for such a new site. Ideally, eventually we'll be able to turn that into 1000+. Writing unique articles definitely helps, and as for your friend, he should concentrate on areas that appeal to him, as they will convey his passion to those reading the blog.
