Buying Looking for geo targeting coder

I currently have a script that figures out someone's location, surround cities, weather, and local restaurants based on their IP address. Unfortunately, it's not 100% accurate in location, usually displaying the users location as a near by town.

I need some body to be able to modify this script and make it 100% accurate, even if it has to hook up to some sort of database that I have to pay for or whatever.

The only way to accurate track these users is only if they have enter there address on ur website.

According to my example - if You check my IP, You'll get an info about 300 km away from my real location.
