    Just an attempt to educate newbies.

    If you solicit a professional for a job, you let them know what the job is, what you are expecting to pay, and maybe even the basic time-frame.
    That way a professional can determine if it is anything they may like to pursue.
    Then a PM to work out details is good as THAT is private.
    It is just a way to save everyone time and aggravation.

    Posters who won't share their information about what they want are usually trying to scam something out of others.
