I run a wordpress site and looking for a plugin (or probably code more than likely), that I can insert into a template file. Based on tags, title, category etc.., it would pull 3-4 ebay listings based on the specifications mentioned above. This way I stick it in the template and don't have to put individual ebay widgets for each article...

No. TWP Auctions you have to put the category codes in. I used if for a music website to pull audio equipment for sale. Not sure about the premium one but I think it's keyword based.
Using WPTRafficTool's Ad placement module you can target search engine traffic and use %keyword_query% tags to populate any shortcodes (such as phpbay).
