Reading through your requests, I wanted to point out a few things:

First you request a short-term content manager.

Then you ask for a partner in content creation.

    1. A partnership is not often a short-term arrangement and a partner is part owner of the site or at least the content (meaning the content goes with them if they leave.) A full partnership means if you sell the site, they get a fair percentage of all profits, etc...

    2. Are you asking for a blogger to update your blog regularly or someone to write and/or facilitate finding content from other sources? This isn't clear from your posts.

If you're looking for someone to actually write your content and throw it up on the blog for you, I'm sure you'd have a better response in the Content Creation section. But if you're looking for a manager (I doubt you're really looking for a full-fledged partner for the long-term at this point), it might be wise to list exactly what you expect the job to entail:

Writing content v. finding content v. hiring writers on you behalf?
    Uploading articles?
    Optimizing articles?
    Finding/selling links?
    etc...
