I think your budget is too low to have something decent.

As others have posted, you likely wont find a Windows based VPS with that budget. I would suggest to either increase your budget, or risk going with a provider actually offering that rate as chances are the offer wont last long

I'm using DigitalOcean, it is the cheapest and the best VPS I've ever used, but there is no Windows VPS.

Well, i won't at all recommend Santrex i myself tried santrex the prices of them are tempting but the actual products sucks they oversell their servers and also have downtimes the other thing is that their support is offline most of the time and ask money for each and every small things that they have to do.
