Hi Sherone, I understand that you do not need much, but even a registration of a new domain name costs around $12/year, after ICANN increased the fees and you should not expect a reliable hosting for $1/month.

$1 per month is too low if you ask me. You should increase your budget so you can find a better host.
I have used webhostingpad which is only around $2-$4 depending on how long of a term you buy. As long as you are doing anything really intensive, it works great. I have not had any downtime with it and I have a couple of accounts.
