Looking for cartoon character design

    I need someone to remake a cartoon character like this one-

    I want it with yellow gloves, a yellow cape, yellow pants but with white body suit. A bit like super man i suppose but in different colours.

    Would it also be possible to create the design and then add a persons face from a photo? This is for a joke on a friend.

    I need this job completing today. I have a small budget of $15. I had someone who said they would do it but now they are offline. Can someone please help?
