    Why don't you buy VPSes from different providers for $4-5 each and use them for the same purpose?

    I agree your best bet is likely to just register with a bunch of different low-cost providers. Some hosts offer some great and incredibly low yearly rates, which you can take advantage of. I believe the whole "c-class" IP thing to be a bit of a joke though, as it's been noted by some SE reps that it doesn't affect SERPs. Google will still eventually find out if you're cross-linking between your sites to pass PR :)
