If you dig around you'll find a handful of lists being shared for free. Though they're usually spammed to death since they're publicly available. (If you're willing to take the time then these lists are still good for reverse engineering. If someone has commented on one blog, chances are they've commented on plenty of others.)
The easiest way to find blogs is to search in Google for the type of blogs you're looking for, such as Internet Marketing, SEO - whatever you're niche may be. After this on the left hand side of the page you'll be able to filter you're search for different sources such as Images, Maps, Videos etc.. just click on Blogs and you will return only blogs in the search results. The best way to get blogs is to buy a list. Get high PR blog lists and watch your website move up the SERPs.
