Try to do a google search for web design related sites, create a list with the first 50 sites, and then contact webmasters to trade links.

 

Man, there are so many SEO/web dev related websites. Half of the link in signatures on this (DP) forum are such. Other half are affiliate

 

You can find relevant link partners at www.webconfs.com/backlink-builder.php. Just type in your niche. This tool works great!

u can even search in google website design company or software company, u got dozen where u can approach them
