GIMP is a free program that is almost identical to Photoshop.
You do not have to use all the extras like layers, etc.

You can try any one of these which are free alternatives to adobe Photoshop:
    GIMP
    Krita
    Paint.NET
    ChocoFlop
    Cinepaint
    Pixia
    Pixen
    Picnik
    Splashup
    Adobe Photoshop Express
    Artweaver

Hope among the above one or more will fulfill your requirements.

I agree with Gimp... but if your looking for something a bit different... www.irfanview.com is a compact and handy little imaging tool.

The advatage to Photoscape is it is a full program you can download. So you don't use it on line. I downloaded it from Cnet it is safe...gpaul
