Looking for an affiliate system

Hi, Im looking to buy a affiliate system. But those are mandatory requirements for my system.

1. INR - Indian Rupee in currency
2. Change PayPal email to BANK ACCOUNT Information title.
3. I need a way to define, fixed AMOUNT commission manually to be entered for each sale.

Here is how my system works,
I sell 30 Internet plans in my website.

10 plans are less than 50$
10 plans are less than 100$
10 plans are less than 150$

Now, when a customer refers someone and confirms us on phone, that he has referred XX and to credit his affiliate account manually, then we just go into the admin and create a sale under his affiliate account.

And we reward this way :

10 plans are less than 50$ = 300$
10 plans are less than 100$ = 600$
10 plans are less than 150$ = 900$

So, lets say USER ABC refers Mr.XYZ and Mr.XYZ subscribes to a plan more than 100$, then we need to enter 900$ in user ABC's affiliate account.

So, its basically manual input of commission value.

Thats all.

Let me know,which system can handle this, as I need to get this live by tomorrow.
