    i dont work to work with cpa networks that open and close offers every few days
    worldwide offers
    payment with check or paypal
    no need to create site
    Best offer i am looking for :When a visitor i will referred makes a request for a free, no obligation guide, ebook DVD etc i will get 20$+.

    It's going to be hard to find worldwide offers that got something free, has no obligation and does not require you to have your own landing page. However you can check offervault.com and see if any network got something that meets you requirements.
