I'm looking for a program that pays per sign up and does not require the user to pay anything or use a CC. Also the payout has to be with paypal and the program must be available to the uk and USA. Does anyone know of any programs like this? Thanks
Most CPA networks like MaxBounty have the option of paying affiliates via PayPal. We're opening up with more UK campaigns, and our network is open to UK publishers.

Neverblue is a great network, they have a good amount of UK lead offers and tons of USA lead offers and also pay via Paypal. See link in sig.
I have one affiliate program that meets all your crieteria but it is an adult affiliate program. If you dont mind on that then click on my first signature link and on my blog register with second adult affiliate site. They are very prompt in tracking, reporting and in payments.
