Cecash (link in sig) has exactly what you're looking for. They have a free signup program (no cc required) only requires an email. They pay 1.5$ per lead, and they also pay you 18$ if the lead converts and goes on to buy the program.

 

cecash doesnt allow incentives though, im already signed up for them.
