Looking for a webdesigner joomla or vbulletin

    Hello

    I am working on a project to come up with a website like agoravox.fr

    The idea is to give some visitors the right to publish news articles (writers).

    I am thinking joomla would do it, but also maybe vbulletin4 (CMS) with just a non forum like website..

    Can anyone help me with the design (joomla, vb), i might pay 100 or 200.. depending on the agreement..
