It doens't look like they are using anything except for a screen capture and text for the actual tutorial, and probably a personalized CMS. You could do the same thing with Joomla and a few plug ins. Personally, I think this is the worst tutorial site I've ever seen and am very confused what makes you choose this site. There are many examples of article and content management systems out there. That site should go to website hell when it dies because of all those horrible and invasive ads.
