looking for a script

There is an accommodation site: www.australia.accommodationaroundtheworld.com that is ready to accept hotels as paying customers.

There are 44000 indexed pages all .htm files that need to stay as htm files for SEO purposes. Each one is a different place in Australia.

I am looking for a script that is similar to directory payment scripts. This would be on each page and when someone clicks on a "submit accommodation" button, it would be similar to a "submit url" click on directory sites where it loads a page with 2 payment options and it prefills the name of the page they were on. (so if they were on a page for Tooradin in VIC it would prefill the name of the town - file would be called TooradinVIC.htm.) They then fill in a form and it leads them to paypal/credit card payment.

From there, I would like it to use the info provided by the client to make a new page for the more expensive payment meathod (that would give each client a separate page for their hotel/motel/etc.), and alter the existing town's page when the changes are approved by the admin. This would add the name of the hotel, motel, etc to the page (in order of submission) with the higher payment above the lower payment.

Would a directory script work for this if modified, or would I need one that is specific to what I am after?

Also, how easy would it be to add on a content management system that would allow easier control and management of all paying clients. (or is it too late, and the whole site should have had this from the start)

    Thanks
