Looking for a Script or Template w/Admin Control, updates with PHP, & has .html pgs?

Hi,

Does anyone know of a website script or template that has an Admin control where you can go in and setup the website choosing background, headers (you upload), template, etc. Plus you can add content, links etc. and the site automatically updates with the new content, pages and links with the final result a .HTML page?

If so -- where can I find it?

No I never have, but I have created CMS's like that in both php and perl.

I think I'm way over my head. I saw a website that was for sale showing a backend with an admin that updates the site, adds pages, links, etc. and was wondering what they were using.
