    I just got scammed on my previous experience on DP , So I would be looking for some one with good credentials.

    I don't think you can find a Windows VPS within that budget range.

    A windows license is typically that much, you might want to bump up that budget to $20-25 for something worthwhile!

    I've sent a few clients to photonVPS and they've been happy with their windows VPS's.
