On a startup you dont need a ton of mods... and the guys saying to be careful are correct. Better off choosing mods from the better members.
Probably best to just use Admin (i.e. you and other people who started the forum up) first. When you start to need moderators then have a look at your users and see who have the same ideals as you and who respect other users. Have a good list, discuss with other Admin and then invite a few (not too many) to be moderators but insist that they are probationary and then you will remove their moderator status if they don't follow your rules. Once you have a few moderators then you can ask them who they think would be OK. It's best to have moderators picked from your own user base as they already know your forum and the already know the subject that your forum caters for.
