Buying Looking for a long-term header designer

I am looking for a designer willing to take on certain projects when they become available. Almost all of these projects will be simple 960x100 headers which I am willing to pay up to $20 for a good one.

I will generally need 2-3 of these per week, so I need someone who will be able to work on demand and have a fast turn-around time.
