    I am looking for link builder for my books related theme site .... for 1 year period . I can pay 200 dollar per month . He/She should be responsible to bring atleast 500 links for my different inner page from any education and books sites(per month).

    You're budget is too low. I don't think you can find reputable company/staff who will do that kind of job. Always remember that you will get what you have paid for.

    500 backlink per month with 200 dollar is very low, you can only get those low quality link

    I would suggest that you set the target differently. 500 rubbish links aren't too hard to generate but will be useless to you. 500 good links for $200 isn't going to happen. You need to get relevant links from quality sites.
