If you are talking about a logo someone will probably sell you some stolen clip art for that price, if you are talking about an entire website design/theme that's like 20-40 hours of work. Don't be surprised if you get a lawsuit for stolen art work.

Well you weren't specific usually $40 is enough for someone to auto trace/steal some clip art. Unless you have a vector image from tubes n hoses someone will have to start from scratch. A good few hours of work by the time they do revisions etc. You might find someone from a 3rd world country to do it or you might just get ripped off.
