    Here is a list with reviews of some Banner companies. Not all of them are banner ads paying CPM. But the first is and ValueClickMedia is. Not all pay via Paypal, but I believe VCM does.

    VCM doesnt pay via paypal to international users, such as me I can only receive it via wire.
