Looking for a good "Add a link" script

    I'm looking for a script that will help me add a links page to my site.

    I have a pr4 site and I would like the script to allow similar sites to add links to their sites and link back to mine.

    A control panel that allowed me to charge for premium listings would be a plus.

    And advice on where to find such a script?
