It's a static website with over 60+ Pages probably. By Design if you mean sort of editing colors and maybe moving the sidebar to the left then consider the job done and files are in my pc. Cheers.
I've got a question, do you need a custom coded CMS with all the features on that website like (google maps api, tag cloud, reviews, admin panel and so on) with a new design or just a static copy of the content in a new face? if you mean the second option then your budget is fair, but if it's the first option your budget is way too low.
