Looking for a bulk email script - Timed emails reading from html file and text list.

I need some kind of bulk email script that is set on my server which sends x,xxx emails per hour reading the mail from a html file and the addresses from a text file. This isn't spam as it's CanSpam compliant, and the 2 million addresses I have are double opt in's and verified. What's the best solutions. The lists are one email per line.
