    Can you be a bit more specific on what you mean by "free SWIP"?. Anything smaller than a /29 is typically required to be SWIP'd by ARIN. I've never heard of anyone charging for this.

    Really? They are supposed to do it. Its not something that's optional. We do it for anything /29 or smaller.
