    Pakistan was going the negotiation route and they were against it. Many deaths could've been avoided at the hands of the suicide bombers if negotiations were taken up from day 1.

    I'm pretty sure though that they offered them a deal before - seating a couple of Taliban representatives on the Afghan ruling council or something like that

    The Taliban said that they weren't interested

    They didn't actually and even if they did, what was the point of intervening in Pakistan's deals with them.
