Finding good writers isn't as hard as you might imagine. Finding good writers that charge a penny or less per word... yes. That's hard. That's insanely difficult. If you want to find a "good" writer (And your definition of good might vary widely from mine,) you need to be prepared to pay for it. There are several excellent writers on this forum. You can also check out other forums that are specifically designed for writers to see what's available.
Browse through blogs or other sites in your niche and contact the blogger or webmaster to see if they are interested in writing for you. Look through signatures on this or other forums to find samples of work. (If there are no samples or website listed, that is a telling sign of potential quality.) Ask colleagues or friends about writers they use. You can always search for freelance writers in the search engines, as well.
ask a blogger to do the writing for you. Some of the top ones have a really good command of the language.

You can also tell a good writer by their posts, PM's, and emails. If they are hard to read or are confusing, then pass on the writer.

Yes I am a writer Ajeet. I'm not sure what your point is, though. As far as your question goes, the price for articles will vary depending on the writer. "Good quality" to you might seem something very different to me. If you want articles on a specific topic, find a writer who specializes in that niche. You will pay more because it's their topic of expertise, but you will also get better information than a general content writer who writes about everything.
