Is it easier to optimize website content with additional pages for lon tail keywords or is it easier to backlink anchor text for these lonf tail keywords?

I think it's a matter of expedience myself. If the long-tail stuff lends itself to anchor text then a few links wouldn't hurt but more often than not I think the long-tail stuff lends itself to on-page optimisation.

With long-tail, you are targeting a smaller market but that is less competitive.

'USA Elections' is probably difficult to target
But 'USA Elections 2008 in a city' in theory should be easier to target.

Well, less competitive but easy to rank just find a good combination for your long tail. This is useful while your targeting competitive keywords.
