I'm adding some new pages to my site that will have photos and other images for places, e.g. Austin < Travis County < Texas < United States.

What do you think would be the best title for such pages? And what is the reason for your answer.

    I'm thinking:

    Austin, Texas Historic Photographs

But wondering if there may be a benefit to:

Austin, Texas Historic Photographs (Travis County, United States)

Or something similar. However, I am under the impression that Google doesn't pay much attention to long titles like this, which it usually decides to trim down (not truncate in the SERPs).

You want to use a title that matches what people would search for. For example:

    Historic Photos of Austin, Texas

Check which one gets more searches and put it in your title. And also put every version of the keywords in your page general tags and also the important ones to the alt image texts.
