Laxman, I think its a hijab you are referring to, or in essence a scarf young Maylay women wear as a sign of their religious oppression. Most wear it by choice depending on what interpretation of the Quran they have. Some cultures consider a women's head to be a sexual organ that when exposed invites unwanted sexual attacks. In other words there are some religions and cultures that are so rooted in their old ways they have yet to learn to respect women.

Draconian as it sounds, some people are still in the dark ages. Hell, here in the US we did not allow women to vote until about 90 years ago. Some cultures take longer than others to extend the same human rights and courtesies and respect to all.

Originally clothing like this was used to cover "private parts", boobs, buttocks.. you get the idea. Unfortunately it was extended and distorted to include the entire body in some cases (of women only). Again, its a form of religious oppression born out of a distorted interpretation of their holy book.

My own personal interpretation of why this is has more to do with the fact that many Muslim men cannot control themselves around women, especially very young girls. Personally if I lived in a predominantly Muslim country, I would cover my daughters and wife as well. God only knows what unrestrained and religiously oppressed older Muslim men might do. Seems sad that a society would find the only method of shielding its children from rape is covering them from head to toe with a sheet.
