    You seem to be doing things backwards. I would suggest building content to get members and then hiring loyal members to be part of the staff team.

    First, get some posts and some loyal users. For this try to get some premium members or ask some of your friends to post. Initially, you have to invest in your forum and only after that you can get some returns.
