    Hey Som,
    Try this:
    Instead of putting an outer glow on the base text layer,
    duplicate the layer and put the copy behind the main layer.
    Add the outer glow
    Make a new layer and merge the copy with glow with empty layer( CTRL AND CLICK BOTH LAYERS - THEN CTRL + E )
    Next where the border ends, dark red on the banner, draw a square selection then cut offthe copy glow
    Tada - you have the exact effect as the first logo.

    Next play with the modes for the layer, try maybe overlay. Should give it a good effect.
