As long as they are approved Paypal Countries. If you are travelling, contact Paypal and tell them which country you will be in for what period of time. If they ever ask you for verification, you can provide them your credit card number (if asked) or the visa stamps in your passport.

Its illegal as it'll breach PayPal TOS. You will not lead to anywhere just get your account limited at last. Its OK if you contact PayPal to inform that your account will be accessed from another country due to an appropriate reason. But BE SURE to contact them first or you login once, twice...and there will be no thrice.
Be very careful as a Swedish friend of mine logged with an US IP and got limited immediately. So just get some VNC software on your computer when you're abroad and use it to log in to sensitive stuff like paypal.
I think they will block ur account if logging from other IP is found. And once blocked it is really hard to get out of it !
