location targeted ads alternative to adwords?

    I'm searching for company that is providing location targeted ads (like city, state). Please can you post alternative to adwords?

    Do you really want it to have the accuracy of cities? Because if countries are good enough for locations as well then I can help you out.

    Unfortunately events are city based so I need city or state location target ads
