Location of keywords within ad and it displaying or not

When an ad shows for keywords is it mostly for the keywords in the Title or the ad text too?

For example

Keyword Keyword Keyword
Ad text Keyword more text
Ad text more text
domain.com

Could it end up showing for someone searching with those 3 words within their search.

Keyword Keyword Keyword regardless of the keyword order within the ad? <-- the searcher typing it in that order.

 

an ad is not displayed based on what your text ad says, its based on what keywords your bidding on.
