    Hi..
We offer some services which are global and we want to SEO the service for all the main cities like Chicago, San Diego,, New York, etc .

    So, what Im thinking is,

Write one articles and just make new pages with the same article , and just replacing the City names in the articles, which act as keywords.

Is it a good idea or Google will consider it as duplicate content ?

The majority of the article would still be a duplicate. Likely only one version of the article would do well in the SERPs. I would add additional content talking about the city and what makes the city unique based on what ever it is you are trying to sell.

You cannot use same content. It is called duplicate content according to search engine guideline; you have to write unique content for your web sites. Some good article submission website like ezine will not accept such kind of content so it’s better to use unique content.
