Xampp is the leader in this scenario in case you are using Windows.

If you are on windows then you can use wampserver or XAMP.

They are available free and includes apache web server, mysql database server and PHP.

Don't use XAMP/WAMP - that's the last thing I would recommend ! By the first, you don't know what you've installed and it'll crash very often. Second thing - you can't be sure that you've the latest tools ..
Better install Apache, PHP, MysQL with your own hands ( that's not so hard  ).

I was using it for like 2 years as well, and yes, only a few months ago I realized that it's not worth my time .. When it comes to developing something bigger, PHP and MySQL stops doing their job and even Apache loves to shut down without a reason ( which results in re-installing the whole server, instead of reparing some part of it ).

Well, I think thats its virus problem, a friend of mine had the same problem, his server started to shutdown automatically and do not start even on pressing start several times.

Some virus block certain ports to communicate and in that case, Apache and MYSQL fails mate. :)

Huh, There is nothing wrong in the configuration of wamp or xamp server. The most of web development companies use such tools for php/mysql development.
