I would start by considering just how "local" you want to be. Is it going to be limited to city, region of a state, state-wide or larger? You mention the "US market", but this is the largest market, so if you mean you want to target US traffic then it's not local. If you're going for US traffic in general, you're still in competition with the largest businesses and sites already out there.

It's much easier to target state level business than national. You can do this by adding the correct text on the site, adding a physical address to the contact page, and mentioning on several pages your "delivery" area.

If you use keywords to make it clear that you are a local business, you should be able to compete more effectively in a local market than you would be able to in a national or global one.

You can also look for partnerships with other relevant local businesses. For example, if you're a florist in Colorado, you would seek out wedding planners based in Colorado too, or venues, or bridal shops in the state etc. Then they would recommend you to their local customers. Having your details on their site and offering the same in return would help to boost your position in SE's, because Google would see that another local business recommends you as a local company.

For local search engine marketing, the most influential general ranking factors are.
    • Place Page Signals (proximity, having a keyword in the business name, etc.)
    • On-Page Signals (keyword in title tags, domain authority, etc.)
    • External Location Signals (citations from other sites, name/address/phone consistency, etc.)
    • Link Signals (quality of inbound links, anchor text, etc.)
    • Review Signals (how many, how frequent they are, etc.)

The main factor that determines the local traffic is the proximity of local keywords like coran has given example about flourist shop

For getting local search, choose keywords, which are searched by local users. Such as "data recovery services NY" etc. If they have only 400 searches a month, promoting them will be beneficial and will give you more searches than other keywords. While doing SMO, contact local people, follow them and interact with them .

I have found this list of local SEO ranking factors to be pretty accurate and use it as a roadmap for the client work we do.

    http://moz.com/local-search-ranking-factors

Start at the top and progress through the top 10 or so and you should see significant progress.
