Not sure I understand the question - they are listing your business under Google Local just like you can for free but apparently optimizing the keywords for top 10 results which isn't too difficult to do, depends on how competitive the keywords are. Yahoo and Bing have the same type of service as well What specifically are you unsure about?

Register your business and you will get the rank in local search if you want to register your company use keyword + location name in title i.e software development Ahmadabad Search in google.co.in with "software development Ahmadabad" after add your business details in Google Local it will take 24 Hrs to show in google search Result. My company has an annual contract to appear in those map results. We use Localeze. It costs around $37,000/year. What they do is submit a full listing of your brick and mortar buildings to dozens of authority business directories and it greatly increases your chances of being listed on map results for local searches. You can also do this yourself for free by submitting a database to Google Local Business and Yahoo Local. Of course the results wont be as strong unless you're listed on other authority sites like Yellowpages.com, Citysearch.com, etc etc.
