I have many customers that get tons of traffic from local. To answer the question I have found that people still search with keywords even local. So fit your search keyword phrase in the business title name. This has worked for me. Good luck!

As far as I know, google uses 'search signals' for ranking search results. It seems there are more than 200 such signals or factors that come into play every time you do a google search. But I would assume that one of these search signals is the location factor for local business results, so probably couple of parameters might be different for ranking local results vs search results. Other than that, they should largely be the same.
