It has been my great pleasure to have worked with many Indian clients over the years. I have been informed by some of them that they have found working with banks in Singapore works best, as these banks deal regularly with Indian clientele. Good luck to you with this.

I thought Japan had the best rates?

I'd approach the Indian branch of one of the American banks and find out what paperwork, collaterall etc they need. There should be a local office of some sort. In Auckland we have the Bank of India...

I have never done or had overseas loans, so can I ask, what happens if there is a shift in the exchange rate?

For example, recently the AUD vs the USD, dropped by nearly 15% (from above the USD, to well below), this would mean that a load of $10,000 USD would essentially become a loan of around $11,500, additionally, if you are paying 5% interest, it essentially becomes 5.75% due to the difference in the exchange rate.

5.75 might still be lower than the Himilayas :) but yes, you are gambling on forex rates, handling fees etc

The BOI site implies a base rate of 13%
